Tilløb til COP19

Gennemgående har de globale klimaforhandlinger ikke den store plads i de danske medier – og slet ikke her flere måneder forud, selvom det ofte er indimellem de store samlinger, at de store spørgsmål er i bevægelse. Jeg har derfor oprettet dette blog-indlæg, som løbende vil blive opdateret til artikler, kommentarer mv. som tilsammen forhåbentligt kommer til at tegne scenen for den forestående COP19 i Warszawa 11.-22. november i år.

Det er jo ikke fordi klimaspørgsmålet og forhandlingerne om en global klimaaftale ikke er interessante, og vi så med COP15, som foregik i København, at det godt kunne lade sig gøre at finde pladsen og ressourcerne. Men det synes gennemgående at være vanskeligt at få en størrelse som de globale klimaforhandlinger passet ind i de gængse nyhedskriterier, så den smule, som endelig bliver rapporteret, er ofte personfikseret og overfladisk, helt uden det nødvendige perspektiv, som kunne gøre den lille detalje væsentlig for det store billede.

Måske hovedforhandlingerne i sig selv er lidt kedsommelige. Det kræver en særlig tålmodighed at høre alle verdens lande bedyre, hvor meget de gør for klimaet – ikke mindst, når man ved at mange af dem i virkeligheden laver rigtig meget grams i atmosfæren. Men tonen er forsøgsvis høfligt urban, og en COP er samtidig en utrolig masse sideevents og NGO-aktiviteter med et helt anderledes frodigt og billedmættet udtryksregister. Så hvis man vil, er der masser at skrive om, og hvis man blot ser lidt ud over hovedforhandlingerne, så trækker en COP tråde ud til levevilkårene og presserende problemer verden rundt.

Måske mangler der bare i den danske nyhedsverden de folk, som skal til for at dække de store spørgsmål. Men nej, det er snarere et prioriteringsspørgsmål. Sidder lige med politiken.dk åben og kan konstatere, at en event som Tour de France – som ligesom FNs klimaforhandlinger er en årligt tilbagevendende begivenhed, som tilsvarende strækker sig over flere uger – alene i dag er blevet tildelt 11 artikler. Hvis man vil, kan man sagtens finde gode vinkler: Hvad Froome mener om Contador, at Froome blev overvældet af følelser, at Evans håber igen at køre i spidsen for BMC næste år, at Contador kommer igen næste år … alt sammen så uimodsigeligt vigtigt, at man forstår, hvorfor der ikke er plads til den globale klimasituation (foreløbig har politiken.dk i juli kun bragt én artikel under klima).

Touren har klart et større – eller i hvert fald et mere umiddelbart håndgribeligt – spændingsmoment end FNs klimaforhandinger. Men klimaforhandlingerne har deres skurke og helte, stjerner og vandbærere, ministre og fodfolk, flegmatikere og kolerikere, positionskrige og strategiske spil. Så inden man sender et hold til Warszawa, var det værd at gøre sig overvejelser over, hvad en god dækning indebærer. For det er da fundamentalt spændende – personligt vil jeg sige alt for spændende – om det lykkes alle os medlemmer af den globale familie i tide at blive enige om at lade være med at koge planeten af. Altså ikke bare sige, at vi vil gøre det, men rent faktisk gennemføre de nødvendige forandringer i tider. Det er på samme måde en kamp mod uret – en overlevelesesdisciplin, hvor vi til forskel fra Tour de France i bedste fald alle kan blive vindere og i værste fald alle bliver tabere.

Det er endnu ikke det store, som er skrevet om COP19 – men efterhånden som sommeren klinger af, vil konturerne af de vigtigste temaer og dramaer begynde at tegne sig. Håber samtidig, at nedenstående liste kan tjene som til inspiration til, hvor alsidigt man kan varme op til verdens nok største sportsbegivenhed, COP19 i Warszawa.
