Carbon Market Watch om EUs ‘hot air’-problem

I denne video kan man høre Anja Kollmuss fra Carbon Market Watch fortælle om problemerne med de såkaldte AAUs, Assigned Amount Units, som under COP18 omtalt om ‘hot air’.

Ved etableringen af det europæiske kvotemarked blev særligt de østeuropæiske lande tildelt meget store mængder af gratis kvoter, og i alt er der i dag 16 mia. ubrugte kvoter, som dels er med til at holde prisen på kvoterne alt for lav, dels er en bombe under systemet, hvis det ender med at føre til udledningen af 16 mia. ton CO2.

Anja Kollmuss påpeger, at det svækker EU voldsomt ved forhandlingerne ikke at have fået løst denne situation forud for COP18. Og hun insisterer afsluttende overfor de østeuropæiske lande, at de opgiver deres fastholden af deres ret til disse AAUs, da de alligevel aldrig kommer til at kunne bruge dem, og kun har opnået at forsinke den i forvejen besværlige forhandlingsproces i Doha.

I et åbent brev til forhandlingsdelegationerne i Doha 28. november skriver Carbon Market Watch: “Get rid of hot air now! The gigantic surplus of emissions permits under the Kyoto Protocol threatens the viability of a second commitment period and any future climate deal. We urge Parties to agree to a solution that ensures the use of the surplus is severely restricted and limited to domestic compliance. No new “hot air” surplus must accumulate in the second commitment period and the entire surplus must be cancelled permanently by the end of the second commitment.”¹
